Hong Kong Civil Human Rights Front's Response to the

NPC Standing Committee's Interpretation of the Basic Law

The Civil Human Rights Front (CHRF) cannot accept the interpretation of the Basic Law by the Standing Committee of the National People's Congress (NPC) because

1.          their "interpretation" is an amendment of the Basic Law and thus dilutes the authority of the Basic Law and shows a lack of respect for Hong Kong's mini-Constitution;

2.          their "interpretation" takes away Hong Kong's high degree of autonomy so that it is now "Beijing ruling Hong Kong" instead of "Hong Kong people ruling Hong Kong";

3.          their "interpretation" creates a stumbling block to Hong Kong's democratisation.

Moreover, the chief executive of the Hong Kong Special Administrative Region (HKSAR) does not represent the interests of Hong Kong's people as he was not elected by the people of Hong Kong. Based on the experience of Hong Kong's people for the past six years, this is very clear.

1.          Thus, we demand that the NPC reverse this interpretation of Hong Kong's Basic Law by its Standing Committee.

2.          We also demand that the NPC Standing Committee and the Hong Kong government promise not to interpret the Basic Law again without the people of Hong Kong's consent.

3.          The Hong Kong government should begin a proper public consultation as soon as possible to allow Hong Kong's people to participate in deciding the future of our political structure.

Lastly, we urge Hong Kong's people not to give up their desire and struggle for universal suffrage to elect our political leaders. We also urge the Chinese government to respect and trust their people. This is the only way to ensure the long-term prosperity and stability of Hong Kong.

The CHRF would like to invite Hong Kong's people to join a march at 3:00 p.m. on  April 11 (Sunday) at Charter Road in Central. We will march to the China Liaison's Office in Western District.
